The International Master of Public Administration (I-MPA) is a one-year, STEM-based graduate degree designed to prepare current and future leaders to address complex public problems, use data analytical tools to develop evidence-based solutions, and improve human well-being around the world.

Program overview

The I-MPA is a cohort-based degree that combines public leadership, quantitative analysis, policy analytics, responsible use of AI, and access to the wider Penn curriculum. The program consists of 10 courses completed over one academic year. It follows a cohort model, with students taking the core courses together and participating in a variety of shared academic and extracurricular activities.

Skills-based and data-driven curriculum

The I-MPA curriculum is organized around practical capabilities that students can use in the public sector, as well as private-sector, nonprofit, international, and related settings. Courses are designed to give students the analytical, managerial, financial, and leadership skills needed for careers in public service and related fields. Students take five courses in the fall and five in the spring, including an applied capstone.

STEM-based program

As a STEM-based program, the I-MPA places substantial emphasis on data and evidence. Students learn how to work with quantitative information, evaluate policies and programs, interpret statistical results, and communicate findings to policymakers and other nontechnical audiences.

Data science and artificial intelligence are also incorporated into the curriculum. The goal is not simply to expose students to new technologies, but to teach them how these tools can be used effectively and responsibly in public-sector work. Students consider how AI can support research, analysis, management, and decision-making, while also examining its limitations and the need for transparency, validation, and human judgment.

Focus on applied knowledge

Applied work is an important part of the program. Courses use real-world cases, data, policy problems, and management challenges. By the time they graduate, students should have a body of work that demonstrates what they have learned and what they are able to do.

Core courses and electives

The fall semester focuses largely on core concepts and analytical tools in public administration, economics, statistics, management, and leadership. The spring builds on that foundation with coursework in program evaluation, finance, ethics, applied problem-solving, and the capstone.

I-MPA students may take up to two elective courses from across the University, providing an opportunity to tailor their academic experience to their individual interests and career objectives. Electives should be selected strategically to enhance the skills, knowledge, and experience most relevant to each student’s academic and professional goals. Students may choose from courses throughout the University, including offerings in the School of Arts and Sciences, the Wharton School, and the Carey Law School. All outside electives must be approved by the student’s academic advisor to ensure that they are appropriate for the student’s academic program and support their broader educational and professional objectives. (Please note: Successful registration for courses from other disciplines and schools depends on the availability of the course and the approval of its department. For details about courses, please visit the Penn Course Catalog.)
